The tender concerns the acquirement of consultant services to carry out the Project Management Office (“PMO”) role for:
• Lot 1) the Nordic Local Implementation Project (“Nordic LIP”) and
• Lot 2) Kontek Local Implementation Project (“Kontek LIP”) of the Cross Border Intraday electricity market (“XBID”) solution.

The consultant must carry out the Project Management Office (“PMO”) role for the Nordic Local Implementation Project (“Nordic LIP”) and Kontek Local Implementation Project (“Kontek LIP”) of the Cross Border Intraday electricity market (“XBID”) solution. The goal of the XBID project is the development and implementation of a common IT system, which links the local trading systems operated by the European Power Exchanges (“PXs”) to cross-zonal transmission capacity provided by the Transmission System Operators (“TSOs”). LIPs are initiated for certain regions and borders in order to facilitate the shift from current intraday market solutions to the XBID platform.

Udvælgelseskriterier Prequalification: The procurement procedure is conducted as a negotiated tender procedure with prequalification.

The Contracting authority will prequalify the 3-5 applicants who are evaluated as most qualified for the specific tender. Only these applicants will be invited to submit a tender. The selection of the 3-5 applicants will be based on the submitted references (to which extend the reference(s) are similar to the tender assignment). As a result the number of references will not be the determining factor alone but more importantly to which degree the specific forwarded reference are comparable and relevant to the tender assignment regarding the solution and scope.

For the prequalification the applicant must via the EU-supply system submit the below stated within the deadline (05-08-2016, 12:00 Local Danish time):

General information:
The applicant must submit a general description of the applying company, including address, VAT-number and contact information for the contact person (phone number, e-mail and address).

If the applying company wants to rely on the capacity of other entities re-garding “Technical capability” it shall prove to the contracting authority that those resources will be available to it by delivering a commitment by those entities to that effect.

The Contracting authority reserves the right to request missing information.

Technical capability:
The applicant must submit a reference list of the up to 5 most significant comparable projects undertaken in the past three years, where the Project Management Office (“PMO”) role have been performed, preferably for TSO’s (Transmission system operators). The references shall contain a motivated and detailed description of the Projects, scope of the projects (contract value) and contact infor-mation for the entity in question (in-cluding contact person). If one or more references are missing the re-quested information, and such cannot be requested as supplementary infor-mation, this may influence the prequalification evaluation process. If more than 5 references are forwarded only the first 5 will be included in the evaluation.

The Contracting authority reserves the right to request missing infor-mation.

The Contracting authority further reserves the right to contact the stated references.

It is a minimum requirement that the applicant can provide at least two (2) comparable references for the Project Management Office (“PMO”) role in an international set-up undertaken in the past three years.
