1) General description of the Contract:

This contract notice concerns DALO's award of an acquisition contract, with a sustainment framework agreement, for the procurement of a VCS, including sustainment, i.e. development, implementation, maintenance and support during its life time (20 years).

In order to facilitate both the acquisition and the sustainment, the acquisition contract includes two main contractual agreements: an acquisition contract and a sustainment framework agreement (together the ‘Contract’). These two agreements are mutually explanatory and shall be seen together as a whole that regulates the contractual relations between the winning supplier and DALO.

2) The acquisition contract:

The VCS shall facilitate voice communication for ground operational centers and other ground based operational entities as well as communication with airplanes and ships. The VCS will be used intensively and on a continual basis (24/7/365) by the Danish Defence, including and foremost the Royal Danish Navy in relation to maritime surface surveillance and the Royal Danish Air Force for air surveillance, air battle management and command and control.

Consequently, it is of utmost importance that the VCS and its functionalities operate with a high level of availability. Furthermore, in order for the VCS to efficiently and effectively contribute to the missions and operations within the span of tasks under the Danish Defence, the VCS must have the following functionalities and characteristics:

The VCS shall be scalable in terms of the number of centers, users, number of radios, types of radios and services. The VCS is to be installed in Denmark on approx. 30 remote radio sites and approx. 6 operational centers. Each radio site may have different types of radios allocated including HF, VHF, UHF and TETRA radios. Furthermore, the VCS shall integrate a voice recording system and a Cisco call manager based IP-telephone system operated by the Danish Defence (GFE).

The VCS’ primary function is to interconnect radios, telephone systems, intercom and public announcement systems. Besides the VCS’ primary function, the VCS shall be able to separate voice communication with different security classification levels, including NATO Secret, into separate domains.

The VCS shall be based on distributed system architecture eliminating single points of failures. The VCS shall have a dedicated management system. VCS system components shall be capable of being used in all locations with IP infrastructure, including over satellite links with high latency. The VCS shall be based on end-to-end IP technology preferable without encapsulation of legacy transport mechanisms.

Tempest modified equipment in the VCS shall be compliant to NATO SDIP-27.

The VCS will be using DALO’s own government furnished equipment (GFE), including IP-WAN, cryptographic devices and shall be designed to integrate a wide range of different types of radios. Tempest modified equipment is also required at selected locations of the VCS.

As part of the acquisition contract, the supplier shall deliver system documentation and technical maintenance documentation for the VCS. Furthermore, the supplier shall deliver initial training and education for all kinds of users, including operators, system administrators and super-users.

3) The sustainment framework agreement

During the expected lifetime of the VCS, the supplier shall deliver development services and maintenance, including the possibility to acquire spare-parts and hotline support. As part of these deliverables, the supplier shall ensure that the system documentation and the technical maintenance documentation are kept updated continuously. On request, DALO shall be able to acquire training and education for all kinds of users, including operators, system administrators and super-users, as well as tailor made courses.

1) Background and purpose:

This contract notice concerns DALO´s award of an Acquisition Contract with a Framework Agreement for the procurement of a VCS including sustainment i.e. development, implementation, maintenance and support during its life time (20 years). The acquisition contract and Framework Agreement (hereafter referred to as the Contract) shall be assigned to 1 and the same supplier.

The VCS will normally be operated by Danish Defense personnel, i.e. the Royal Danish Navy for maritime surface surveillance and the Royal Danish Air Force for air surveillance, air battle management and command and control. The VCS shall constitute the Danish Defense voice communication system prepared for mission critical voice communications.

The VCS is to be installed on several remote radio sites and operational centers, including a number (50+) of remote radio sites through out Denmark. Each radio site may have different types of radios allocated (HF, VHF, UHF, TETRA). Further details regarding the geographical location of the delivery will follow in the tender documents.

The VCS primary function shall be interconnection of radios, telephone systems, intercom, and public announcement systems. Besides the primary function the VCS most important feature shall be separation of voice communication with different security classification levels including NATO SECRET. Secure and non-secure voice communication shall be facilitated using DALOs own government furnished equipment such as cryptographic devices, IP-WAN and radios. TEMPEST modified equipment is also required at selected locations of the VCS.

2) Deliverables:

A) The VCS:

The contract concerns the acquisition of a VCS based on IP-WAN infrastructure using VoIP (Voice over IP) technology for voice-communication and IP based radio- and device control and configuration. The concept; Secure VCS is defined by DALO as a VCS that can be approved for the classification level NATO SECRET. The VCS shall be scalable in regards to the number of centers, users, services, number of radios, types of radios and services during the expected lifetime of the VCS.

The VCS shall have a dedicated management system.

The VCS system shall be operational and be able to carry out voice communication in conjunction with Air Trafic Control (ATC) communication 24/7/365. The VCS shall be based on distributed system architecture eliminating single points of failures for the VCS system itself and from the Danish Defence legacy systems. VCS system components shall be easy extendable to any location with IP presence including satellite links and shall not be limited by any hardware constraints in the central core of the VCS. Will be explained in the tender material.

The VCS Controller Working Positions (CWP) including the touch screen shall be based on new technology. The VCS management system panel shall be dedicated for radio, telephone and intercom communications. The interface structure shall be configurable and include Graphical User Interfaces (GUI).

B) Integration to legacy systems:

The acquired VCS shall integrate to legacy radio systems (HF, VHF, UHF, TETRA), current voice recording system and Cisco call manager based IP-telephone systems operated by the Danish Defence.

C) Documentation:

As part of the deliverables, DALO shall acquire system documentation and technical maintenance documentation for the VCS.

D) Training and education:

DALO shall be able to acquire initial training and education for System Administrators and Super Users and Tailor made courses in relation to the VCS.

E) Sustainment i.e. development, maintenance and support of the acquired VCS:

During the expected lifetime, DALO shall be able to acquire sustainment, i.e. development, maintenance, and support including the possibility to acquire spare-parts and hotline support, Training and education for all kind of users including operators, system administrators and super users. Tailor made courses shall be arranged on request.

In the duration of the contract it shall be possible to acquire spare parts, support and VCS system components to establish, install, update and maintain equipment for new centers.

1) Background and purpose:

This contract notice concerns DALO's award of an acquisition contract with a Framework Agreement for the procurement of a secure voice communication system including services such as development and maintenance hereof in the expected lifetime of the secure voice communication system. The acquisition contract and Framework Agreement (hereafter the contract) shall be awarded to the same supplier.

The secure voice communication system shall be used for mission critical voice communication — secure and non secure — through radio systems, telephone services and intercom. The secure voice communication system shall be operated by Danish Defence at some of the following operators; the Royal Danish Navy, the Royal Danish Air Force and the Danish Joint Operations Center. The secure voice communication system shall be used as the primary voice communication system in the following operational contexts:

— national as well as international command and control,

— air traffic control,

— search and rescue,

— national and international maritime communication,

— emergency/crises management and disaster response.

The acquired secure voice communication system are to be installed on 2 main sites in Denmark as well as a number of remote radio sites throughout Denmark. Further details regarding the specific places of delivery will follow the tender documents.

2) Deliverables:

A. Secure voice communication system:

The contract concerns the acquisition of an IP-based secure voice communication system. By "secure" DALO means a voice communication system, that can be approved for NATO secret. The secure voice communication system shall be scalable in regards to the number of users, types of radios and services during the expected lifetime of the secure voice communication system. The secure voice communication system shall be acquired in the following sizing:

— for the Royal Danish Air Force: 3 secure voice communication system centers operating both secure and non-secure communication,

— for the Royal Danish Navy: 1 secure voice communication system center operating only non-secure communication with the possibility to upgrade the center to both secure and non-secure communication,

— for the joint operation center: One secure voice communication system center operating only non-secure communication with the possibility to upgrade the center to both secure and non-secure communication,

— for testing and training: a secure voice communication system for testing of and training in new updates, upgrades, features etc. before going release hereof.

B. Integration to legacy systems:

The acquired secure voice communication system shall be integrated to legacy radio systems, current voice recording system and a IP telephone system operated by the Danish Defence.

C. Documentation

As part of the deliverables DALO shall acquire technical as well as operative documentation relating to the secure voice communication system.

D. Training and education:

The contract furthermore concerns acquisition of initial training and education for system administrators and super users in relation to the secure voice communication system.

E. Maintenance and support of the acquired secure voice communication system:

As part of the Framework Agreement DALO shall have the possibility to acquire maintenance and support in the expected lifetime of the secure voice communication system, which enables DALO to acquire spare parts, further development of the secure voice communication system, follow up education and training for technicians and super users, and support for operations (third level support).
