22/08566 - Certification and Verification services, Energy Islands - North Sea and Baltic Sea

Following the Climate Agreement for Energy and Industry in June of 2020, the Danish Parliament initiated the establishment of an offshore wind energy island in the North Sea. This offshore wind energy island consists of an artifi-cial island, which is to be constructed on a shallow bank approximately 90-100 kilometers off the west coast of Jutland and is surrounded by offshore wind turbine generators. This will, by 2033, initially have the capacity to cater a 3 GW grid connection, which will later be scaled up 10 GW. In November 2020 Energinet was instructed by the Danish Energy Agency to initiate site investigations and supplementary studies and analyses in preparation for the artificial island and offshore wind farms.

Udvælgelseskriterier The procurement procedure is conducted as a negotiated tender procedure with prequalification.

The Contracting Authority will prequalify the 3 applicants who are evaluated as most qualified for the specific tender. Only these applicants will be invited to submit a tender. The selection of the applicants will be based on the submitted references. That is to which extend the reference(s) are similar to the tender assignment as described. As a result the number of references will not be the determining factor alone, but more importantly to which degree the specific forwarded references are comparable and relevant to the tender assignment regarding solution and scope.

Reference cases with experience in the following regions will be rated positively:
• Baltic Sea
• North Sea

For the prequalification the applicant must via the EU-supply system submit the below stated:

General information
The applicant should submit a short description of the applying company, including address, VAT-number and contact information for the contact person (phone number, e-mail and address).

If the applying company wants to rely on the capacity of other entities regarding either “Economic and financial capability” or “Technical capability” it shall prove to the contracting authority that those resources will be available to it by delivering a commitment by those entities to that effect.

The Contracting Authority reserves the right to request the applicant to supplement, specify or complete the information submitted.

Economic and financial capability
The applicant should submit the latest audited annual report for the applying company including the following economic indicators:
• Equity (total equity incl. share capital, reserves, revaluation, retained earning etc.)
• Equity ratio (equity/total assets)

The following minimum requirement must be fulfilled:

• Equity must be at least 60.000 Euro.
• Equity ratio must be at least 20 pct.
o If the equity ratio is between 15 pct. and 20 pct. the supplier can qualify, if Equity exceeds 160.000 Euro.

The Contracting Authority reserves the right to request the applicant to supplement, specify or complete the information submitted.

Technical capability
The applicant must either be accredited or licensed by the Danish Energy Agency. The types of certificates that the individual certifying body is accredited or licensed to issue may vary. See further on https://cas.ens.dk/certification/list-certifying-bodies/

The applicant should submit a reference list of up to 5 similar and relevant references completed within the last 3 years.

The references must include:
• Name of employer
• Contract period (including the start and end year)
• Detailed description of the reference
• Scope of the reference

The scope of the reference cases should demonstrate:
• Experience with verification or certification of wind, ice and metocean site assessment studies
• Experience with verification or certification that include hindcast modelling and use of joint probability methods

The references should be given at a level of detail that allows Energinet to assess its relevance.

The applicant should only submit 5 references. If more than 5 references are submitted only the first 5 will be part of the evaluation.

The Contracting Authority reserves the right to request the applicant to supplement, specify or complete the information submitted.

Lodging of appeal
Appeals concerning this tender must be lodged with the Danish Complaints Board for Public
Procurement (Klagenævnet for Udbud) within the deadlines stated in the Act on the Danish Complaints Board for Public Procurement (klagenævnsloven), cf. section 7 of the Act on the Danish Complaints Board for Public Procurement (Act No. 593 of 02/06/2016).
